We have poverty, homelessness and concentrated neighborhood deterioration issues in Houston. (Yes, this also occurs in most major cities...) Since these places make up a significant part of the region we need to address some of the these and related problems. The "fluffy" ideas always get the most attention while the other things continue to decline.
